Discuss how you would determine ahead of time the potential risk of these types of weather dangers, alternative planning considerations to avoid such risks, and how you would prepare for and respond to those weather conditions.

Extreme weather varies significantly depending on your geographic region. A troop in the American Southwest plans around flash floods in dry slot canyons and extreme desert heat; a troop in the Rocky Mountains plans around lightning above the treeline, high-altitude blizzards, and hypothermia; a troop in the Midwest plans around supercell tornadoes, derechos, and severe ice storms.

This requirement challenges you to perform a complete four-step outdoor risk assessment tailored specifically to the extreme weather conditions of your local area.

Step 1: Identify Your Local Extreme Weather Hazards

Discuss the specific severe weather events that occur in your region and the seasons they typically happen:

  • Flash Floods: Common in arid slot canyons, mountainous terrain, and low-lying river valleys. Rain falling miles upstream can surge down a dry creek bed or wash in minutes without local rain overhead.
  • Tornadoes & Severe Squall Lines (Derechos): Common across the Great Plains, Midwest, and South. Intense rotating updrafts or widespread straight-line winds exceeding 80–100 mph that can flatten forests and structures.
  • Extreme Heat & Arid Sun Exposure: Prevalent in southern and southwestern climates during summer months. High ambient heat combined with high humidity (or desert dehydration) rapidly causes heat exhaustion and life-threatening heat stroke.
  • Blizzards, Ice Storms, and Severe Wind Chill: Widespread across northern latitudes and high alpine zones. Heavy snowfall, gale-force winds, sub-zero wind chills, and whiteout conditions destroy visibility and rapidly induce hypothermia and frostbite.
  • Hurricanes & Coastal Gales: Prevalent along Atlantic and Gulf Coast waterways. Destructive winds, storm surges, torrential rainfall, and widespread tree blowdowns.

Step 2: Determine Risk Ahead of Time

Never rely on guesswork. Before embarking on an outing, use these official resources to assess risks:

  1. National Weather Service Hazardous Weather Outlook (HWO): Check weather.gov for multi-day threat matrices that detail incoming front timings, convective storm risks, and heat or frost advisories.
  2. USGS Real-Time Stream Gauges: When paddling or hiking near rivers and canyons, check current streamflow levels at waterdata.usgs.gov to verify whether river stages are within safe paddling and crossing limits.
  3. Fire Danger Indices & Red Flag Warnings: In dry or windy forested areas, check USFS or state forestry boards for active burn bans and extreme wildfire conditions.
  4. Avalanche Forecast Bulletins: In snowy mountainous backcountry, consult avalanche.org for snowpack stability ratings and slope-specific hazard assessments.
  5. Heat Index and Wind Chill Charts: Calculate the real physiological stress on the human body:
    • Heat Index combines air temperature and relative humidity.
    • Wind Chill combines air temperature and sustained wind speeds.

Step 3: Alternative Planning (Plan B Considerations)

Proactive planning eliminates hazards before your patrol arrives at the trailhead:

  • Itinerary Adjustment (Alpine Starts): On mountain summits, start hiking before dawn (4:00–5:00 AM) to ensure you reach the peak and descend below the treeline before midday thunderstorm cycles begin.
  • Route Relocation: If high ridgelines or exposed passes carry severe wind or lightning threats, switch to a lower-elevation valley or forested loop trail.
  • Campsite Selection: Move tent sites out of low floodplains, riverbanks, and dry canyon bottoms. Avoid camping in dense groves of dead trees (such as beetle-killed pines) that can collapse in gusty winds.
  • Go / No-Go Decision Triggers: Establish clear, objective criteria with adult leaders and your patrol leader before leaving home (e.g., “If the NWS issues a Flash Flood Watch or Winter Storm Warning for our wilderness basin, we postpone the trip or move to an indoor Scout camp cabin”).

Step 4: Prepare and Respond in the Outdoors

If extreme weather strikes while you are in the field, follow these precise emergency response procedures:

Flash Flood Response

  • Signs: Roaring water sound upstream, sudden rise in water level, muddy water with floating debris.
  • Action: Immediately move uphill to higher ground perpendicular to the water flow. Never attempt to hike through, swim across, or drive a vehicle through rushing floodwaters. Stay on high ground until waters recede.

Tornado or Extreme Straight-Line Wind Response

  • Signs: Funnel cloud, green sky, freight-train roar, hail.
  • Action: Evacuate tents immediately. In the backcountry, find a low-lying ditch, ravine, or stream depression away from standing trees. Lie face down flat against the earth, covering the back of your head and neck with your arms and backpack.

Extreme Heat Response

  • Signs: High heat index, intense midday sun.
  • Action: Pace the patrol, resting in shade during peak heat hours (11:00 AM to 4:00 PM). Require every Scout to drink 1/2 to 1 quart of water per hour of hiking, supplemented with electrolyte powders and salty trail snacks. Monitor patrol members for signs of heat exhaustion (pale, clammy skin, dizziness, headache).

Blizzard & Extreme Cold Response

  • Signs: Whiteout visibility, falling temperatures, heavy snow accumulation.
  • Action: Set up shelter immediately before exhaustion or wet clothing sets in. Pitch tents with low profiles and guy out all corners. Change out of sweaty clothing into dry wool or synthetic layers. Insulate sleeping pads from frozen ground with extra closed-cell foam or pine bough ground beds. Never burn stoves inside an unventilated tent.
